US lifts decades-old terrorism designation against Syria

Washington’s decision removes a major barrier to Syria’s international economic engagement, with Damascus saying it could boost investment and reconstruction.

The United States has removed Syria from its list of State Sponsors of Terrorism, ending a designation imposed in 1979 and potentially opening greater opportunities for investment, financial engagement and reconstruction.

The decision took effect Monday after the completion of a 45-day congressional review period. US President Donald Trump had notified Congress on July 8 of his intention to remove Syria from the list.

Damascus welcomes decision

Syrian President Ahmed al-Sharaa welcomed the move, describing it as a historic development for the country following years of civil war.

Al-Sharaa thanked Trump and said the decision would allow Syria to turn away from its difficult past and focus on development, reconstruction and rebuilding.

US Secretary of State Marco Rubio said the decision reflected steps taken by al-Sharaa and commitments to distance Syria from international terrorism.

Economic opportunities

Syria’s inclusion on the US terrorism list had restricted foreign assistance, defence exports, certain dual-use goods and financial transactions.

US Treasury Secretary Scott Bessent said removing the designation would help attract investment and support Syria’s political and economic stability.

Syria’s Foreign Ministry said the decision would support economic recovery, reconstruction and stability while opening a new chapter in relations with the international community.

Terror designation also removed

The US also revoked the designation of al-Nusrah Front, formerly led by al-Sharaa and also known as Hayat Tahrir al-Sham, as a global terrorist organisation.

Syria’s Central Bank Governor Safwat Raslan called the move a historic step towards restoring the country’s position in the global economic system.

Finance Minister Mohammed Barnieh said the decision could help Syria attract investment and modern technologies while strengthening its integration into the international financial system.
