President Dr. Mohamed Muizzu has ratified the Human Organ Transplant Bill, creating the Maldives' first legal framework to regulate organ donations, establish oversight councils, and enforce health standards.

President Dr. Mohamed Muizzu has officially ratified the landmark Human Organ Transplant Bill, establishing a legal framework to govern organ donation and transplantation services safely across the Maldives.
The legislation aims to guarantee quality healthcare standards, regulate donor and recipient rights and responsibilities, and set clear legal guidelines for transplantation procedures within the country.
The bill was originally passed by the 20th People's Majlis during its 19th sitting of the first session on May 14, 2026. However, President Muizzu returned the bill to Parliament on May 31, 2026, for reconsideration under Article 91(a) of the Constitution. Following further review by the Social Affairs Committee on July 1, 2026, and the incorporation of key amendments, Parliament passed the revised bill during its 14th sitting of the second session on July 14, 2026.
The new law outlines general principles governing organ transplantation while safeguarding the rights of both donors and recipients. To ensure proper oversight, the legislation establishes two specialized
bodies:
Organ Organ Transplant Council: Formed by the President to formulate overall policy and regulatory guidelines for organ transplantation.
Organ Transplant Authorization Committee: Responsible for granting official authorizations and approvals for organ transplantation procedures nationwide.
The law also sets rigorous operational standards and procedures, while defining penalties and criminal offenses for illegal organ transplantation.
The Human Organ Transplant Act will formally come into effect 180 days after its ratification and publication in the Government Gazette.
