The Maldives aims to generate MVR 250 million annually through zakat collections and waqf investments by 2029, with eight endowment projects expected to be completed by the end of 2028, Islamic Affairs Minister Dr Mohamed Shaheem Ali Saeed says.
The Maldives aims to achieve financial sustainability for its Ministry of Islamic Affairs and Endowments by 2029, targeting MVR 250 million in combined annual financial flows from zakat collections and waqf investments.
In a post on X, Minister of Islamic Affairs and Endowments Dr Mohamed Shaheem Ali Saeed outlined plans to finance the ministry’s operational activities and Islamic development programmes through these dedicated funding sources, reducing reliance on the state budget except for employee salaries.

The plan includes completing eight waqf projects by the end of 2028, with returns from endowment investments expected to provide a sustainable source of funding for religious services and development programmes.
Zakat funds will be distributed in accordance with Islamic Sharia, while returns generated through waqf investments will be allocated to their designated purposes, according to the minister’s statement.
The proposed financial model is intended to support mosque construction and maintenance, Islamic education, assistance for imams and scholars, Quran memorisation programmes and other religious and community development initiatives across the Maldives.
The initiative aims to strengthen the ministry’s long-term financial capacity and reduce its dependence on government allocations for activities beyond employee salaries.
The government has already begun developing waqf properties as part of efforts to establish sustainable funding for the Islamic sector. In November 2025, President Dr Mohamed Muizzu launched the development of the Darul Salaam waqf building in Hulhumalé, a 12-storey project valued at MVR 244.5 million and scheduled for completion within two years.
In September 2026, Shaheem said ongoing waqf projects were expected to help address funding constraints in the Islamic sector within two years, particularly for mosque maintenance and religious services. Six waqf building projects were then reported to be under development across the country.
The latest plan sets a target of MVR 250 million in annual financial flows by 2029, with the completion of eight waqf projects by the end of 2028 forming a key part of the strategy.
Achieving the target will depend on the performance of endowment investments, zakat collections and the timely completion of the planned projects.
